We the Mising people of the north eastern India having been victimized and deprived since the independence of India and hitherto socially, politically and economically the victims of Indian state:
Whereas the Mising people are the worst victim of forced assimilation and their existence, identity, and continuity as a people are being threatened.
Whereas all the democratic and peaceful approaches are never understood and respected by the government of India-Assam nevertheless ruthlessly crushed through political conspiracy, through police-military means and evil design.
The revolutionaries, the patriots gathered together on the 16th September, 2009, have formed the LIBERAL DEMOCRATIC COUNCIL OF MISINGLAND to liberate their inherited land and people from the law and political oppression with armed struggle therein to transform a SOCIALIST DEMOCRATIC SOCIETY to promote LIBERTY, EQUALITY, FRATERNITY and JUSTICE to free from SOCIO-POLITICO and ECONOMIC exploitation, suppression-oppression and domination and to SECURE all the inhabitants of the inherited land.
Hence, to give effect, either violence or non-violence for massive operation the LIBERAL DEMOCRATIC COUNCIL OF MISINGLAND in the meeting of the National Council, LDCM, held on the 16th November, 2009, a resolution was unanimously adopted and decided to established its armed wing as the MISINGLAND ARMY having the same PRINCIPLES of the LDCM with military DECIPLINE.
THERFORE, we, on behalf of the Liberal Democratic Council of Misingland solemnly do hereby adopt, enact and give ourselves this CONSTITUTION as the constitution of the Liberal Democratic Council of Misingland on this 16th March, 2011.
The name of the party shall be the LIBERAL DEMOCRATIC COUNCIL OF MISINGLAND and shall be abbreviated to LDCM and it be known as the LDCM hereafter.
The LDCM shall have a FLAG of its own which shall be white in color of 3:2 [length to breadth] in size and in the centre there shall be red circle of the flag within the white. The white surface shall symbolize the peaceful existence of the Misingland and people and its continuity and the Red circle symbolizes the Dynamism, Revolution, Truth and the SUN Goddess [in Mising spiritual belief]. The meaning of the flag; Red circle within the white surface signifies “divine power”.
The rising sun, the sickle and the green space within a green circle [signifies the everlasting truthful existence of the Misingland and people] shall constitute the Emblem of the LDCM and it shall be used any purpose where insignia of party is required.
The principles and ideology of the LDCM shall be:
A. Liberate Misingland.
B. Free the Mising nation from the exploitation, oppression and domination.
C. Establish ‘Socialist Democracy’ to promote Liberty, Equality, Fraternity and Justice.
D. Uphold the integrity, solidarity and dignity of the Misingland.
Misingland shall comprise the land and territories inhabited by the Mising people and such other territories as the National Assembly by a resolution admits. All the indigenous communities and bona fide citizen shall be fully protected within the Misingland.
The activities of the LDCM shall have no jurisdiction as far as the operation is concerned.
Mising as well as English shall be the official language of the LDCM and either English or Roman Script shall be its official script.
The members of the LDCM who complete two years service after military training shall constitute the National Assembly and it shall meet at any given time the members shall constitute its National Assembly.
THE Assembly shall elect its own Speaker who shall preside over its sessions. He shall maintain order and decorum in the assembly. He shall decide points of order put up by the members and permit to speak. He shall put questions to vote of the house and declare the result thereof. He shall maintain order in the premises of the Assembly and protect privileges of the members.
THE National Council shall be constituted by the National Assembly in every two (2) years. It shall consist of Nine (9) members. The members shall elect the President, Vice-president, General Secretary and the president in consultation with the Vice-President and the General Secretary shall appoint the other secretaries and office bearers. The National Council shall be responsible for the general administration, charting of programmes consonant with objectives and financial management. It shall execute all the decisions and policies adopted in the Assembly of the National Council. It may appoint sub-committees for any of the said purposes.
Any official of the National Council shall be impeached for violation of the Constitution and the Party line and discipline and shall be removed from the office.
The term of the national Council shall be of two (2) years. However, under special circumstances, the term of the National Council shall be extended or depletion.
Two-third members present in the meeting or a single majority of the total members of the Party shall form the Quorum of both the National Assembly and the National Council.
Each and every members of the Party shall have to abide by the following code of conduct; Shall obey Orders. Member shall not smoke/drink/use intoxicating drugs. Shall be polite and gentle in behaviour. Member shall not take liberty with men or women. Unmarried member shall marry after minimum three (3) years of services but she/he must complete 26 years of her/his age. Shall maintain Party discipline.
Each and every member of the LDCM shall be subject to disciplinary action as per the rules and regulations of the Misingland army Formation for any misconduct or offence or violation of the code of conduct and the Constitution of the LDCM.
The Fund of the party shall be raised through taxation and donations from all sources and the well-wishers.
To carry out the armed struggle for national liberation the LDCM shall have its own Army known as the MISINGLAND ARMY. The Misingland Army shall be regulated through Misingland Army Formation.
The LDCM in the course of revolutionary struggle shall form and establish the People’s Council an autonomous revolutionary administration known as THE PEOPLE’S COUNCIL OF MISINGLAND.
The LDCM have an autonomous JUDICIARY known as THE COURT OF PEOPLE for free and fair TRIAL and JUSTICE.
I Migang/Mime -------------------------------------------------- as a member of the National Council -------------------------of the Liberal Democratic Council of Misingland do solemnly swear in allegiance to the constitution, LDCM, to serve the nation sincerely and honestly and also do swear to protect and safeguard the party’s unity and integrity and hereby pledge to waging struggle for liberation of Misingland with all my heart and soul. I Migang/Mime ---------------------------------------------------- as a member of the Liberal Democratic Council of Misingland solemnly do swear to liberate Misingland with all my heart and soul and I shall obey order of the high command even at the cost of my life. I Migang/Mime ------------------------------------------------------- as a Misingland Army of the LDCM solemnly swear an oath of loyalty to the constitution and to abide by the rules and regulations of the Misingland army Formation and shall maintain the unity and integrity of the party. Any violation by me of the constitution and the party discipline shall invite judge on me with this bullet. [biting the bullet]
The national Assembly may from time to time by a support of two-third majority of the members present and a single majority of the total members can appeal any provision of the constitution, without however impairing the basic objective and the spirit both implicit and explicit in the preamble and the articles. Any member shall be able to bring up the motion of amendment or any other suggestion therein in written.
